The payment is designed to cover basic expenses during an overnight stay, such as evening meal, breakfast, washing facilities and upkeep of bedding in the cab.
Because the present arrangement has been operating smoothly for 26 years, many business owners are confused by this change and annoyed by the extra bureaucracy.
